Why can a new powerful PC lag?

Hello everyone, I collected a PC for a friend at the request.
Ryzen5 2600 box Asrock
b 450m pro
Hyper X fury black 3200
PSU without certificate for 500 watts
From disks: ssd for 250 and 1 TB screw
A week has passed and the wild lags even on the desktop have returned. Initially, the RAM was from AMD, I don’t remember exactly which one.
Who has experienced this? Bench test options are not yet feasible

Leave only the ssd. Rearrange Windows.
What version of Windows?
I would advise you to put a clean ltsc.
AFTER installing Windows already connect 2 hdd

What are lags? What is going on in the system? Not enough data provided.
Maybe some components are not compatible or underconfigured.

For me, this is a completely thankless job, to collect friends. a little something, you will be extreme. I'd rather send it to the pros  https://man-made.ru/  if there is money for a good gaming computer, let them pay for it. Or do you do the assembly for a bribe? :)
