Why are users not visible after restoring a jenkins backup?

Good afternoon.
Transferring jenkins to another host. I used the ThinBackup plugin and turned out the backup through it.
People are not displayed on the new host.
Mistake:

java.lang.IllegalStateException: Expected 1 instance of hudson.model.User$AllUsers but got 0

Before that, I only updated the version of jenkins and installed one locale plugin.
