Why are upwork not giving orders to me?

The profile is 100% complete, passed 5 tests (not 5, but passed), added 20 pieces of work to the portfolio. I throw applications for simple work (fix html, css, etc.) for 10-30 dollars. I used all the connections for a month, I regularly watch the tape, they don’t give risen talent, they don’t give orders.

If the profile is OK, the cover letter is also very important.
Design a letter template. So that you can quickly respond to emerging tasks.
The sooner you respond, the better. Why does a customer need to read a long list of performers? He will choose from the first ones that seem suitable to him.
Prepare texts for typical tasks that can be easily modified for a SPECIFIC task. That is, show that you did not send a template letter.
Always ask clarifying questions, offer a couple of solutions, briefly indicate what their pros and cons are. Show, if there is, something that you have already done (screenshots with explanations, links, videos), if it is relevant to the current task. If you see any pitfalls or an opportunity to improve this task, be sure to write about it.
The problem is that writing a good letter quickly is difficult. And the speed of response and the quality of the letter, especially if you are just starting out, are very important. A huge pile of blanks comes to the rescue here. From them, as from the constructor, you can quickly create an interesting response letter.
Some also write that they are ready to do the work even cheaper for the response. But this seems to me to be bad practice.
P/S/ Also, you can take unusual work. There is less competition. I once helped a guy connect a credit card reader))). Another time I made a plugin for embedding a video with a transparent background on the site. Moreover, the video itself with the alpha channel was also made by me. To get this job, I recorded my video clip, cut out the background from it, put myself in a virtual office. It worked.

write do not write a cover letter, fill in - do not fill out a profile - there is no big difference. others do the same, some better, some worse. why should they hire you?
here they constantly give advice - write a cover letter better! well, now everyone who knows about it writes it well, and as a result, the competition is higher and it’s more difficult to get a job because you no longer stand out because you wrote a cover letter well.
