Why are there few FPS in CS:GO on a computer +- medium power?

My laptop is Acer Aspire 3 A315-42G-R2EK
Processor: AMD Ryzen 5 3500U with Radeon Vega Mobile Gfx
4 cores - 8 threads (2.10 GHz with overclocking to 3.70 GHz)

Video card: RX540 (AMD Radeon 540 X) 2
GB VRAM 2400 MHz

RAM : 8 GB

History:
I bought a laptop about a year ago and when I downloaded CS: GO I had about 100-120 FPS, everything was clear
And now a year later I have 10-50 frames (average 20-30) And I don’t understand why such a change, at which the
FPS decline was sharp, that is, I had 80-90 FPS, and maybe after two days it gradually fell to 30-40. And I do not
understand what kind of nonsense is this, why is it so? There are no viruses. Oh yeah, before 120 FPS was on medium graphics settings,
and now at the lowest settings, with launch options, an average of 20-30. There is an option for thermal paste,
but the option is so-so. Although nonsense, because the laptop is loaded normally, that is, approximately 50% of the RAM in the game, the processor is 50-70%, the
video card is 60-70%. I tried the FPS Booster program, but it has even less FPS. In the game, I have absolutely everything except it is running, that is, nothing can affect performance (I also checked background processes). Battery mode - High performance. Some kind of magic

As far as I know - the problem is with the game itself, the updates killed the fps
fps booster - well, it's quite funny, they don't help at all

You can try to reinstall Windows, in general, completely demolish everything and make it as if it were new, disassemble everything, clean everything, roll new drivers
