Why are the processor cores not active in the resource monitor?

When entering the Resource Monitor(resmon), only CPU -0 is running, the rest of the cores are in the "stopped" state. How to make them active permanently? The processor load is generally 10%, but the server is running slowly, while the rest of the parameters are normal and even with a large margin for disk, RAM, and network performance.
