Why are some of the characters in the text displayed as CЂРµС?

On the site, some characters are displayed in the wrong encoding, here is an example of text:

Changing the encoding through the browser does not help, the use of various online decoders also does not work.
In fact, it is clear that in the above example the word that is not displayed correctly is "solutions", and if you parse it, then "C?" corresponds to the letter "sh". The question is, is it possible to find a correspondence table somewhere, using which I could replace all the broken characters in the database with the necessary ones.
Or maybe someone faced similar, how to be in such a situation?

СЂРµС? is UTF-8 for "resh".
But how do you recognize in the database where the "broken" data begins, and where it doesn't - I don't understand.
Give a hexadecimal dump of a string from the database.
