Why are .psds needed?

Hello!
On many sites I saw instructions and application source codes in HTML and CSS, which are also supplemented with .psd web forms. Why are these files needed and how to use them?

.psd is an Adobe Photoshop extension. Those. this file can be opened with this program.

psd files are not related to html or css. This format is purely for photoshop. all layers and actions on them are saved.

In case you have complex backgrounds in your layout, so that you don’t look for pictures later, but take from the layout so that you can change the effects on the buttons, play with fonts, as customers like well, etc. :)
