Why are no messages displayed at service start/restart/stop?

Colleagues have this question: on Debian 8.1 x64 I'm trying to start services, for example:
service nginx start|stop|restart
but messages like nginx start/running | stop/stopped | stop/started - there is no
feeling that nothing is happening.
At the same time, if you execute - service nginx status - displays active
There are suspicions that message output is disabled.
So the question is, how and where can I turn them on?
