What causes apt-get link to break?

Far to the north there is a machine running Debian 7 (satellite internet), accessed via ssh.
But when installing any package, it happens:
Failed to get http.debian.net/debian/pool/main/x/xserver-xorg-vi... Read error, remote server terminated connection [IP: 46.4.205.44 80]
Server just breaks compound.
P.s. ping to ya.ru 600-800ms without loss.
Maybe there are flags that specify a delay for apt-get?

It is necessary to look for a server that wants to give such a slow client.
At least make a trace to different repositories and see which one does not fall off.
