How to fix Resource Temprorarily unvailable when ssh connect to any address?

When connecting ssh, an error occurs that the resource is temporarily unavailable, for example:
When you enter ,
ssh [email protected]
an error appears

ssh: connect to host 46.229.215.47 port 22: Resource temporarily unavailable

That is, it does not reach the password.
I use Windows and installed Ubuntu 18.04, Bash terminal.
The same thing happens in the native Windows console.
Port 22 is forcibly opened in the firewall.

First you need to localize the problem. Check the connection to the same server, through another device (for example, a smartphone). Using different communication channels (home Internet and mobile).
upd: cehka checked and it turned out that it connects from the phone via the mobile Internet, but not through the home one. I recommended contacting the provider's technical support, since this is his area of ​​\u200b\u200bresponsibility (given that the router was issued by the provider).
