Why are Jobs not executed in CUCM?

I'm trying to manage phones centrally.
There are 2 devices, with auto-registration.
Default settings everywhere.
Both are registered, working, calling each other.
I want to reload them at once - I set the task through the Bulk Administrator with immediate execution, it, in turn, forms a Job that hangs in the Pending status (Waiting).
So it hangs..

Understood. Bulck Service was inactive.
