Phone over the internet?

Hello. I heard that there are special phones that receive calls via the Internet.
For example, a direct Moscow number is registered, and I can receive incoming calls as long as there is Internet, and I can also call others. Is it so? They say it’s cheap there and over long distances ...
Or is it all lies? What to google?
Skype is not offered. What is important is the phone number by which they can call me from the phone, as if on a landline.
