Why are Admob ads not showing in the Android app?

I made an application (game) in GMS 2 Mobile, embedded a code to display a banner. The test one is shown without problems, the main one is not, I checked it many times, also from another device. The Admob account is confirmed, a lot of time has passed since the creation of the banner (it says that the display may not start immediately, but within an hour to several days).

I also noticed that the next day after testing, requests (not impressions) appeared in the account, in the Admob network efficiency section, as if the banners were still shown, but were invisible (which is strange).

And yet, when I just created an account, I received a letter in the mail:

"We noticed that you have started setting up your AdMob account. To start showing ads, you must provide payment information: your name, address and method of receiving income."

"On the homepage in your AdMob account, you'll see the following alert:
Ads in your ad units are not showing because you haven't provided payment information.

This alert only appears if you have a published app that has an AdMob ad unit code added to it." - how do I add payment data if the site itself does not allow it to be done until $ 100 is accumulated on the account (or did it mean not withdrawal methods, but data? Then I indicated everything a long time ago)

Later, a letter arrived, your account is approved.
