Who to contact if you need a design and front of the site?

A beautiful website will be needed soon, I am a back-end developer, so I take on the back-end, but the design and the front are needed.
Whom to look for on freelance: a separate designer and a separate front-line soldier, or are front-line soldiers now good at design? I just don't want to work with two different people.

It depends on what kind of front is needed, if it is complex, then it is better to have individual specialists, if it’s just layout, then many designers can already make up their layouts.

Better to be separate. Because both design and front-end development have many different modern nuances that one person is unlikely to follow and follow. Well, like, if it's Adobe XD, then it's hardly LESS, and if it's avocode, then it's probably not webpack...
