We need design and promotion of the site so that it is displayed for 10 keywords in the top 5 searches of Google and Yandex. It is desirable that this be a landing page, but I do not know how this approach affects the display in the search.

These are two different but important works, they cannot be sculpted together.
For design, you were rightly advised to estimate the tasks by the hour and multiply by your hourly rate.
As for SEO, you need a rather big budget for your requests)) and time, at least half a year, so it would be reasonable to evaluate monthly.
