I want to work with our developers who are cooking on Odessa. Why there? I need a person who can independently understand the English-language documentation. In addition, I trust the feedback system and hourly wages there.
The problem is that I don't want to translate the requirements into English. How to pull it off on oDesk, because it seems to be in the rules to publish only in English? Are my reasoning correct in principle?

The description is short in English. In the requirements, indicate that the interview will be in Russian. You can also require a specific geographic location, well, to be in the same time zone for discussion. You can also set skills to russian.
Since the payment is hourly, you can not provide detailed requirements, but describe the approximate amount of work, what to do and the required skills. And to the developers you like, send requests in Russian in a personal (I'm not sure at what point you can communicate with them past the Odessa, but after the start of work, it should definitely be possible).
