Hello. I got an extremely unpleasant customer, on Upwork, who received 3 stars from me, he also gave me 4.6 in the end, although I thought that everything would be much worse. Question: now, a few days later, I received a message in the mail: the customer is allowed to change your feedback .. Does this mean that he will be able to change the review, or is such a procedure impossible without my permission?

In theory, it can't. Most likely, he asked you to change the review, and the meaning of the notification is precisely this. Write the full text of the notice.
