How can a designer find a permanent customer?

How can a designer find a permanent customer? I know excellent English.
Does this option work - submit yourself to LinkidIn, create a blog for a foreign audience and upload your work there so that others can download it, while continuing to fill your Portfolio with completed orders. And give LI links to the Portfolio and this blog?

The fastest way, if you are cool enough as a designer: register on dribbble, take a pro account, upload works, they go to the top, get 2k+ views for each work, people write to you with job offers, among them there will be those who want to cooperate with you on an ongoing basis.
