Do freelancers need their own website?

I am mainly engaged in layout, sometimes I work with CMS, I am familiar with React. Is it worth launching your website to attract customers? If so, how would you like this site to look like if you were a customer?

Placement of a portfolio though somewhere yes it is necessary.
But it could also be someone else's site.
For a developer, for example, it is useful to be placed on GitHub.

Give it a try and you'll stand out among the thousands of standard portfolios on sites like upwork.
So that it is informative, i.e. showed what you can do and why I should choose you and beautiful in terms of design.

but your domain and mail on it with a decent name, I think it matters.

The site is essential.
It is best that it be a blog + portfolio in one "bottle", where you will tell interesting things to your visitors about the best approaches and techniques that you work with, and show completed projects.
If you carry out TP, then you also need to create a personal account with a ticket system and payment for the convenience of your customers.
