Are any documents signed at the start of a hackathon? Do all hackathons have the same rules or do the organizers set the rules?

Common sense says that the rules are always set by the organizers, there can be no common rules by definition.
The laws of the Russian Federation say that if there is no explicit contract for the transfer of rights, with their allocated cost, the rights belong to the developer.
