I am, to put it mildly, at a loss, after setting up a server on Aruba Cloud and allocating a public IP to it after a while, now whatismyipaddress.com sees information about my geographic location on this IP. Although other services, IP definitions are silent about this.

Nobody spills. There is a geolocation database, which indicates which IP belongs to whom. And AS-ku can pull out the name of the provider. And there are geographic tracers that show the position on the map directly on the map with some accuracy ...
