Who is responsible for the mobile version of the site?

There are 2 people in the team: Designer and Layout Designer
Who should make the adaptive version?
Designer to reduce the entire design and then give it also for layout?
Or does the layout designer himself make a mob out of the full version?

If we are talking specifically about the adaptive version (not stupidly rubber), then separate versions of the design are unambiguously drawn for N supported resolutions, then it's all typesetting.
The number N is subjective, from 2 (desktop, mobile) through bootstrap 4 to as many as you like (for all major client permissions)

What does reduced mean? scale?
If a designer used a bootsrap grid, for example, let him draw for each device and the layout designer will already be typing what he sees, and not fantasize how it is there on a mobile phone ...

In the projects where I participated, the mobile version was drawn separately (due to a very different arrangement of blocks, something is completely removed as unnecessary, larger icons, fonts, etc.)
A designer in a serious project is like a creative producer in the cinema, he must, if not give a layout, then at least approve the adaptations of the layout designer (otherwise, all of a sudden, everything is completely bad with taste).
Once I ordered a mobile layout of a landing page to a freelance specialist, since I was busy on another project. On the whole, I made a working version, but it looked so outrageous (and in some places it didn’t work perfectly either) that I then redid half of the work. But there were no layouts at all, they saved money - a person did everything on a whim. Here is the result - the sizes of the texts are from the bulldozer, the indents from the bulldozer, the alignment is not there somewhere, somewhere it is wrong.

The program won't run because there are compilation errors. To properly reference an R class, you need to include it in the current file using the import keyword. Well, modern IDEs are able to suggest something about this.
Fill in the code of the file with an error on pastbin - it will be easier to suggest.
