Whitelist ip based on url?

Locally on Win 8.1/MacOSX 10.6.8 it is necessary to implement access outside by url based ip whitelist (not only for browser). Problem with url whitelisted media content not loading from different ips in the browser. We do not allow automatic updates, for example, you cannot add all akamai subnets. What are the solutions?

Add subnets of any CDNs to the white list.
