Server response speed, how to check from PC?

How to check the server response speed from your PC, i.e. without using services on the Internet. For what?
Now I'm moving to another host. I hosted the site at two hosting sites at the same time, and by changing the IP in the HOST file, I connect to the site on one server or on another, so it will not work to measure the server response with a service on the Internet. Since DNS cost the old host. How can I measure the server response via PC?
