I came across such a site pureqml.com, people are doing something cool, but I still don’t understand how to use it ... who can help compile under Windows?

There are many projects trying to bring QML to the Web, but so far everything is very, very raw, not suitable for real use.
Just QML for desktop and mobile applications can be downloaded from qt.io
