How can I withdraw money from upwork?
I have a mastercard from Sberbank. Linked PayPal account to this card account.
How is the commission calculated if I withdraw, for example, $200? By PayPal.
Or is it worth ordering a payoneer card?

I also recommend Payoneer. You can shoot in bucks and this is the main plus. Commission 1.5% + $3 for withdrawal. $30 maintenance per year. But Payoneer is the hardest thing to legalize in my opinion.
On PayPal and Skrill in the countries of the former CIS, the courses are extortionate.
Also, everything except Payoneer ends up in a local bank account, and some banks strictly monitor all payments from abroad and can force you to do a bunch of paperwork to get your money.
