You rent a VPS from any hosting company in the Russian Federation that provides them abroad.
You set up opvn or l2tp there.
Everything, you use it. no one will block
You stomp on lowendstock.com, you choose ANY server with prices from $2 per year, almost all allow you to pay in cryptocurrency (use some dogecoin or any other cheap junk to avoid paying a commission in bitcoin or ether for a couple of bucks)
Then , without configuring anything on the server (maximum password-free ssh authorization), you connect to it via ssh with the -D1080 key (tunnel setting - dynamic in putty) and you get a local socks5 proxy without authorization through a remote server, register it in the localhost 1080 browser and that's it ( I advise you not to let all your traffic through a remote proxy, use foxy proxy or set up two separate browser profiles and manually choose when to use the proxy and when not)
ssh can out of the boxand vpn, it has its own limitations (since there is a tun device and not tap) and most likely windows will not be easy (never tried it)
ps cheap vps can be slow, as they can fumble one slow network channel between the even hundreds of the same cheap vpsok, there may also be speed limits on ssh connections if one ipv4 is used for several machines of the 'hoster reseller', I advise you to switch to ipv6 then or fence reverse ssh connection with port forwarding (you start an ssh server at home and configure the remote machine to connect to your server with port forwarding)
