Which tracker is better to use under the following requirements?

Problem
I am in a situation where the number of tasks for current projects and the number of potential projects has increased to such an extent that it is impossible to keep everything in my favorite todo service. We need a competent tracker with a number of requirements and wishes.
Please tell me which tracker best meets my needs.
Requirements

  1. Number of users up to 20 people + superadmin
  2. Separation of roles (manager, worker) with rights
  3. Ability to share projects for specific users
  4. The ability for each user to choose their own interface language
  5. General interface customization for employees
  6. Email + sms notifications
  7. Separation of tickets by status (task, testing, completed, bug)
  8. Ticket Assignment
  9. Ability to select a ticket from among unassigned
  10. Number of hours to implement a ticket
  11. Ability to set the hourly rate separately for each employee
  12. User and project statistics
  13. Attachments for each ticket + discussions like in Trello
  14. Checklists for each ticket like in Trello

Wishes

  1. The ability to specify the cost of the project
  2. Ability to set a fixed rate for employees for each ticket / project as a whole
  3. Time tracker out of the box / connection of a third-party time tracker
  4. Connecting git / github repositories with a commit for a ticket
  5. Chat with employees + logs
  6. Notification system for employees (various information, holiday greetings, system operation notifications)
  7. FOR FREE :)

Trello's summary

is good and some of the requirements and wishes are implemented with the same lock, but I would like a complete system, which I have never really used. What can you advise?
