Which technology to choose - WiFi or WiMax?

There are relatives living not far from the city (~ 10-12 km.), But there is no 3G coverage there, so there is really no Internet. The federal highway runs to the side and, most likely, there is no chance for network compaction. Visibility from the city is direct.
Actually, the question is, will WiFi survive, and most importantly, will it provide a stable channel (rain, snow, etc.)?
Or it is necessary to put WiMax? If WiMax, then I have never worked with it, I don’t even know what to choose from, can you advise something sensible?
Large operators do not want to lay optics for the sake of 2 5-storey buildings ~ 100+ apartments.

what are you freaking out about? take the access point. for example, www.dns-shop.ru/catalog/i148795/tochka-dostupa-tp-... from personal experience, I pulled 7 km, 25 km. The specifications say about 50 km transmission distance
