Which software design service to choose?

Hello. We are looking for a software engineering team to join our team. What we want to find (requirements):
- Keep project records (including the ability to maintain project schedules)
- fix current requirements and requirements for agreements / contracts / obligations
- fix user stories
- we want to keep the architecture of the entire system, impose requirements on the architecture (the most important )
- draw diagrams based on the current system architecture. You definitely want to be able to comment on both the entire scheme and its individual functional parts and elements.
- we want to maintain internal documentation and regulations
- generate internal documentation, being tied to the requirements

At the moment we are working on:

- Project accounting, requirements, etc. we keep in the internal accounting system. We are 100% satisfied with this process and plan to keep it, but it turns out to be separated from the design system
- We actually design in draw.io, but due to the weak coupling of schemes (each major requirement is a separate scheme), there is no common architectural model, etc. P. - we do not get the desired effect
- we write the documentation ourselves and not in relation to the requirements (which is bad, we want to link everything).
