Recently I have been involved in the development of a number of IT projects with several project teams and already have experience in a number of software products (Adobe, Axure, Atlassian, Trello, Slack .. ) because everyone works differently and by and large, who than used to, those in different environments . It's not just one product, it's a whole class of systems called Application Lifecycle Management (ALM). The bottom line is that on a common platform (or common database) or closely integrated individual tools, the development process is organized from the stage of collecting primary requirements to the stage of operation and support of the finished solution.
Another thing is how convenient / suitable / accessible each of the ALM systems is in each specific case - this is always a big question. I have not come across ALM specifically for web development, usually these are some kind of universal solutions.
I see the isolation of the stages of software production as the main reason for this. Usually, technical specifications are formed separately from everything, UI / UX is created separately and by someone there, then all these fantasies are implemented separately by someone else, and then it is all supported by someone else.
A single center is interesting only from the point of view of management (one or a couple of participants in this entire process). Until now, no major software company has offered a solution that would satisfy all the diversity that reigns in web development. And if so, then there is only one way - the integration of individual tools into a common solution, and basically everyone does this.
By the way, there is also a positive example, this is Siemens PLM. One manufacturer of mega-software used in industrial production (aircraft, cars, railway, etc.). In this segment, everything is different, because everything is highly regulated there and the end performer rather works according to the system, and does not configure / select something for himself.

absolutely true, but it is these participants (customers) who are the most interested persons, they give money and take risks , it is they who need such a tool. At the moment, I am speaking on behalf of the customer (a large project, a lot of cross-commands) and I especially felt this inverted pyramid.
There is a significant drawback for making managerial decisions and the lack of tools. Strange, but it turns out that no one on the market has yet offered such integration.
