How to understand whether employees are doing their own tasks or doing someone else's work?
During the next check in my company, it turned out that managers (and not only them) in fact do not perform their official duties, but work, but not their own, other positions that are less paid. What is the point of paying them a hefty salary for a low-paid job that an ordinary specialist can do. Frequent checks of this level also cost a lot. Are there technical ways to track whether employees are doing their jobs or not?

In the general case, any task management system and regulations are needed, in which, at least in general terms, but quite clearly, it will be spelled out which elements of the work relate to whose level of competence.
However, your question brings up an important detail: why do higher-level employees do the work of lower-level employees?
This is very important to find out, in fact, because if it turns out that low-level employees objectively cannot perform some tasks, you need to find those who can, and not try to entrust them with something that is obviously impossible.
I have seen situations where the level of ordinary tasks was higher than the level of ordinary employees, and therefore more qualified employees were forced to do work for themselves and for ordinary people. In this situation, until it is resolved, it would be a good idea for more qualified people to raise their salaries.
But there are other situations when there are really too many numerous managers, and they are trying to do at least something (the motives can be different, for example, the fear that they will be fired for insufficient activity), or they want to make their lives easier, and therefore they take simple tasks of ordinary personnel. Then, either it is worth parting with some of them, or making them do their work instead of an easier one.
I remember there was a moment, the manager and management in crm hung tasks for employees and it turned out that everyone was doing their job. Try to use crm without any idea, all the work goes by itself.
With the help of CRM, set tasks and specific deadlines. Fulfilled - well done, not fulfilled - a fine.
Great motivation.
I don't see a problem at all.
They do it because they want to.
