Which simple web-based document cataloging system to choose?

There are many scans in PDF of various treaties and acts. Our system was born a long time ago and from scratch. We made a table in exel, where we entered the data. For example, if this is a technical act, then the table contains information about which engineer, when, at what address, what equipment (article and serial number) was serviced or repaired, a brief description of the repair progress. Customer data. If so, links to photos. Link to the scan itself. Open excel, ctrl+f, search for the necessary data by keywords, follow the links and look at the photo or scan of the act.
Everything was fine until there were less than a thousand documents, and there were only two engineers. Now the staff of people has been expanded, there are many more documents, and this system is not suitable. We need a solution available on the web, including on mobile devices, both searching through the archive and adding new documents. Versioning is not needed. You just need to store a PDF file, attach text information to it, attach photos, and efficiently search for these documents. For example, to find all the acts for the equipment of such and such an article, or to find all the acts that Ivanov compiled, or to find all the acts for the equipment of Horns and Hooves LLC, etc.
The main requirement is the absence of unnecessary functionality, the presence of the necessary. Availability of all functions in web. Working under ubuntu. It would be ideal to run this system on a NAS.
