Which server to choose?

There is an Intel Xeon E3-1230 3.4 GHz server | 32GB DDR4 | 2×240GB SSD + 2×2TB SATA
MS Windows Server 2016
It hosts a large number of sites, MS SQL Server.

Due to the favorable offer and the expansion of the scope of work, the idea arose to move to such a server
2 × Intel Xeon 5645 2.4 GHz, 96 GB DDR3, 2 × 2 TB SATA + 2 × 480 GB SSD

I don’t know, DDR3 is bad, and on what will it affect.
Question. Is it worth moving, and is this server better than mine?

the second will be many times slower, the number of cores does not affect the average hit.
But the frequency of 1 core is very even.
How many sites,
what is the load
? What is the most loaded?
