Which routers to choose to connect 40 remote sites to 1 central station?

Good day everyone! And have a great start to the new year!
I decided to start my working year by mastering TOSTER :) There is a task from the subject area in which I am not strong, so I hope for the help of experts!
Description of the problem:
There is a notification system equipment: 1 central console (CPU) and 30 remote devices (CU) (expansion up to 40 max is planned), the CU must be connected to the CPU via ethernet, packets will be exchanged via UDP. The exchange rate between the CPU and one CU is 256 kbps. All facilities already have a connection or have the ability to connect to the Internet.
Question:
Which routers should I choose to connect all CUs to the CPU via VPN tunnels? The main requirement is the reliability of the connection.
So far I see this option:
CPU: D-Link DSR-1000 + 10Mbps Static IP Internet
Link CU: D-Link DSR-150 + 1Mbps Dynamic IP Internet Link

I would like to see specific models of CPU equipment in the answers and CU (in different price ranges, taking into account the requirements for reliability). Thanks in advance!

The first question should be - what is the budget?
The second question is what type of tunnels are you going to do (GRE, IPSec, PPtP L2TP, L2TPv3)?
The third question is the level of availability that you want to have and the necessary information for monitoring (SNMP, remote syslog, radius)?
Based on this, we can recommend equipment. And so from what you described, we can recommend from linux with a pptpd server installed and small cheap soapboxes (upvel, dlink) that can pptp up to the 72nd cisco on the CPU and 28 on the CU, similarly for juns.

Their power supplies burn out, the firmware contains bugs and backdoors.
First question: what is CU and what is CPU? Is it consumer computers, embedded systems, servers?

Take everything that openwrt can do. In the center is a simple pisyuk. openvpn tunnels.

I prefer cyberoms - they can vpn - a good support, it can bite at a price, but the piece of iron is very, not cisco, yes, but very close - look here :
