Why do providers refuse to provide gray ip addresses?

Maybe someone knows why providers have categorically refused to provide gray ip addresses? even for a fee! in Kemerovo no one allocates

Let's start with the terminology :)
"Grey" IP - An IP that matches one of the ranges defined in RFC1918. As a rule, it is issued, because its use is not regulated in any way - within the provider's network.
"White" IP - all others, except for reserved ranges. An important requirement is the uniqueness of this IP throughout the Internet. It is far from always issued, only by some providers, only at some tariffs, it is not issued to physicists at all by opsos, only to yuriks.
If you don't know the terminology, it's best not to use it, because when you use it, people assume you know what you're talking about.
2ip.ru and all others do not necessarily show the IP that you have. This will only be true if:
- you have a white IP
- your computer is connected directly to Tyrnet (however, the difference between the router and the computer is insignificant for the user, so the second point can probably not be taken into account)
2ip.ru and others show the IP from which the request came , but this is not at all the same thing. You can sit behind a mighty nat, behind which there are thousands of people besides you - and all of them go to tyrnet through 1 IP!
Never write your real IP. The IP given in the text of the discussion belongs to the TTK provider (TransTeleCom). Powerful, reliable, backbone provider. One of those who forget the support phone :D
Why is it different elsewhere? Well, there might be another provider. There you can find yourself behind a mighty nat - but the server does not distinguish whether it is you or your neighbor, connected to the same wire and accessing the tyrnet through the same IP.
What can be done?
- change dip
- use proxy/VPN
- buy white IP
