Which router (Mikrotik) to choose for the office?

Good day, dear!
Please tell me which Mikrotik to choose. (Internet speed - 10Mb/s)
Requirements:

• VPN server (PPTP/IPsec/l2tp) - 2 persistent connections (can I connect to it from Zyxel routers?)
  
• 16-20 wired clients + 10 wireless clients (mostly phones).
  

The following routers are available in my region:

1. Mikrotik RB951Ui-2nD
   
2. Mikrotik RB951Ui-2HnD
   
3. Mikrotik hEX (new model, 2 cores, 256MB RAM)
   

Actually, the problem of choice, the last router from the list (hEX) looks very powerful compared to the previous two, but it does not have a Wi-FI module ....
Will the first two routers meet the requirements I specified?
How would you solve this situation?
At the moment, there is a TL-WR741ND with a fresh dd-wrt on board - it can’t cope ..
UPD: as a result, I took Mikrotik RB951Ui-2HnD, 15-20 wired clients + 10-15 wireless + L2TP / IPSec server keeps without problems, CPU load above 10-15% does not rise

How do 20 wired clients communicate with each other?
by and large, anyone who advises the office something other than 1009-7G-1C-1S + ... should be beaten with their feet. hex is good of course ... but it is more suitable for branches
