Which project management service to choose?

Good afternoon. We start the development of the service. According to the current plan, development will take 9 months. In this case, there will be 6 checkpoints (in fact, the stages of the project, at each stage the version goes into production). For such a task, the usual task tracker, which I used to use, is clearly not enough for me.
Requirements:
- Cloudy, browser version (mobile versions or applications are welcome, but not critical)
- Accounting for the budget (the ability to set a budget for each task \ stage)
- Assigning performers and responsible for tasks and stages
- Gantt chart (for tasks and stages)
- Assigning deadlines for tasks and stages
- Several users (the system should include me (technical director), two of my partners, two investors who will monitor the progress of work, 3-5 performers)
- Adequate price (no more than $500 or $50 per month)
- Discussion of tasks
- Restriction of access. Possibility to restrict access to tasks and sections for different executors
- File storage

Jira is a good thing, but it's such a gluttonous monster that I got scared after I put it on a DigitalOcean hosting with 2GB of memory.
Then I installed redmine and realized that I didn’t need more.
Redmine more than covers all your tasks, and it's free. It’s just that budget accounting is not there out of the box, in my opinion, but there is such a plugin www.redmine.org/projects/redmine/wiki/pluginbudget
Well, of course, there is a binding of projects to repositories, binding of commits to tasks through a commit message, auto-close, API and more.
