What is a program for Windows that simulates the use of real memo stickers?

Everyone knows memo-stickers, on which a note is written and it is molded somewhere in a conspicuous place. So, can anyone advise (a program or an extension in chrome) this? It would be nice if you could put a reminder on the sticker. Type after 30 minutes to buzz or jump out on the screen. Here's something so that the screen does not clog, but the access is prompt.
