What standards, systems exist for assessing the scope of work, costs?

Good day to all!
Due to the certain amount of work that needs to be outsourced, you have to constantly communicate with freelancers.
The following situation is of interest:
Entry - let there be a certain amount of more or less standardized tasks, the project is described from a functional point of view in sufficient detail, modules, components of the software package are fairly well documented.
Task - it is required to estimate the amount of necessary resources (man-hours, number of programmers, specialization) for the successful completion of the project.
Questions:
1) Where can one find approximate adequate indicators of the programmer's time required to develop a particular standard task? Obviously, if the same task is solved in different programming environments (C++, PHP, Python, etc...), then the estimates are different.
2) Is there any software package that helps to automate a similar process of evaluating tasks, resource costs (time, money)?
In standard packages, for example, MS Project, there is a partially implemented functionality, but the initial estimates have to be entered manually and each time based on the estimates provided by freelancers, promising performers. Naturally, one wants to minimize costs based on more or less adequate average market performance and cost.

IMHO, there are two approaches - either analysis by functional points (although there will be a semi-manual mode), or the use of tools based on algorithmic models, such as SEER-SEM. COCOMO II for tasks with one-time workers is poorly calibrated, as expected from an empirical model.
