- separation of user rights: 1) project editor, 2) a client that only monitors the implementation;
- Gantt chart;
- in Russian;
- it is possible in the cloud, it is possible on the server;
- free or cheap.
Now I'm looking at Bitrix24, but there is too much superfluous that cannot be hidden for the client. All you need is a project diagram.

The client needs to know what was done and how much his money was spent on it.
Any system that allows you to start tasks and track time to them will do, with the further ability to export labor reports for certain periods of time, by project, developer, etc.
