Which PaaS to choose for statistics/telemetry service?

I'm going to integrate basic stats into my desktop app to see how many users there are on different platforms.
The functionality I need is statistics accounting (backend) and statistics visualization (simple frontend).
I need advice on choosing a server-side technology - should I just buy hosting and deploy a service and a simple site there, or choose PaaS and deploy a cloud application there?
The preferred technologies for the service are Ruby or Go. The number of users (and, accordingly, requests) is still small (< 1000), but may increase at least 2 times per year.
