How to remotely turn on / off the computer and remotely access the BIOS?

You need full remote control over the computer: turn it on, turn it off, reboot, bios.
I read about Intel vPro, but I don't have it in BIOS.
What other options are there?
My motherboard: asus maximus viii ranger
Proc: core i3
The computer is connected via wifi.

Usually such functionality is done on server motherboards. A processor-independent BMC chip is embedded there, which has a separate ethernet / rs-232 for control and access to monitoring.
In other cases, you need to install a separate network ip-kvm module.
You can also enable it remotely, without access to bios, by sending a wake-up packet over the network, this is configured in the BIOS, but the packet must be sent in the same network segment, or sent from your router.

IP-KVM, but it's quite expensive.
vPro, IPMI, ILO and others require support on the motherboard and in the processor.

you can turn it on remotely via wake-on-lan, and everything else, as already answered, is only ip-kvm or proprietary features like ILO

Not quite access, but remotely rebooting any device is possible and inexpensive. Buy Sonoff relay on aliexpress or solder ESP8266+relay and upload Tasmota firmware. The output relay is controlled by the power button or Reset. You can optionally connect a ds18b20 temperature sensor and additionally monitor the condition inside the case.
ps If you buy a ready-made Sonoff relay, you need to cut the tracks that supply 220v to the output contacts to avoid trouble.
