Which outdoor IP camera with built-in 3G to choose?

At the moment I use a bunch of Mikrotik + USB 3G modem + IP camera (POE). Everything works fine, but it turns out cumbersome, there is still an extra box with Mikrotik to the camera. and injector. This farm lives entirely on the street, that's how it should be.
Are there solutions that are sane in terms of price and reliability so that the device is a single whole? What I saw in the search results does not inspire confidence in terms of stability or scares off the price.
The desired budget is up to 20tr, a 1-2Mpix camera is sufficient, RTSP / MJPEG + JPEG fullsize is needed from it.

Better option tick + 3g will not work. Cheap options will bring hemorrhoids into your life, expensive options - repackaged cheap guts.
The most frontal example I came across is a camera on hisilicon, on the authorization page there is a plugin ~ 1mb. Complained cheated a couple of gigabytes on it. And this is on mobile stat. ip, where the payment is per megabyte. On the tick, at least there is a firewall and vpn.

I solve the same problem, which Mikrotik are you using? What modem? How stable is it?
And so there are options like Huawei 970, but it doesn’t seem to know how to VPN (and VPN is needed to reach the camera)
