Which single board computer with x86 compatible processor should I take to install a video surveillance system via a USB camera?

The soul fell on a single-board computer, more precisely on the x86 implementation, because in Linux I am zero. The requirements are as follows:
1. From 1 GB. RAM on board
2. From 64 GB. permanent memory (if without the possibility of expansion due to a microSD flash drive) or at least 8 GB. permanent memory with the possibility of expansion due to MicroSD.
3. The ability to install Windows 7 Professional x32 (there is a license)
4. The presence of a USB 2.0 port for connecting a camera (more precisely, the Logitech C270)
5. The presence of a Wi-Fi module to connect to a local network without wires.
Is there anything that meets these requirements, costing up to 10-15 thousand?
