Which OS to choose to run VirtualBox on 5-10 machines?

There is a task to launch about 10-20 virtual machines.
One chrom browser tab will work in each guest, this is about the load.
The question is, on which OS is it better to deploy the host and which OS is better to choose for installing the guest.
Of course, I would like to get maximum performance with a minimum of iron.

of course, in 99% of cases, even virtualization is not required, since there are much more opportunities and options for this OS.
Why do you need virtual machines to run chrome? if you want all running applications to be active, it is enough to run many xvfb virtual xservers and connect to them as needed using vnc, and there is also xephyr, a version of a full-fledged xserver that runs inside the specified window.
ps firefox works regardless if the tab is active or not

You can use sandbox instead of virtual machines ...
But in general. Debian/ubuntu, KVM on it, inside debian/ubuntu with lxde/xfce slave table
