Which organizations can use academic licenses for Office?

Good afternoon, dear colleagues.
I ask for your help in resolving the issue:
Our organization is a state autonomous institution, which is subordinate to the higher Department of Education.
The organization is basically engaged in work with youth (the main activity), but not so long ago, a children's technopark "Kvantorium" was opened at our base, which is directly involved in educational activities. Legally, "Quantorium" is not separated into a separate organization, however, along with its opening, we received an educational license and the corresponding OKVED in the statutory documents.
And now the question.
Are we eligible to purchase and install Microsoft Office Education Edition?

It is advisable to ask questions about the interpretation of the terms of the contract that you are just *planning* to conclude, and not to anonymous people on the Internet, but either to the one who made this contract, or to the one with whom you conclude this contract.
Which in the present case in both cases means - Microsoft.
