Which of the two options for the design of this column of text do you think is correct?

There are two columns of the same text with only one difference.
In one case, the text is divided into two or three parts, and a whole line is omitted between them, which is larger in height than the distance between the heading and the paragraph, for example. In the second case, there is no separation, the text is monolithic. Maybe you see an error in both options.
This column will need to be designed and used on the site, that is, not for printing.
upd. Yes, I threw out some sentences from the text as soon as I sat down at it, but here it is necessary to seriously reduce the amount of text.
upd2. For now, I'll stop at this https://invis.io/UF59XO0V2 Thank you.

The right option is at least somehow perceived, because fit on one screen. The left one is a wall of incomprehensible repeating text, as if EULA has turned up again.
It would be nice to rewrite everything so that there are no these identical repeating pieces. Few people are interested in reading a highly artistic text about the delivery of furniture. It is advisable to highlight the key points - price, cost and timing. And repeating the sentence "you can specify the cost ..." three times is overkill, IMHO.

The one on the left, anyway. And there is a very simple reason for this: the Russian language is used, and in Russian the red line must either be beaten off with a tab, or there must be an indent between paragraphs. Fencing a sheet without marking paragraphs is simply illiterate, so don't worry and follow the rules of grammar in any incomprehensible situation :)

Even easier!
Two columns: Peter - free courier delivery | Moscow and Russia - express EMS from 2 days
That's all the client needs to know

@Ioasafa

It is better to summarize such texts in tables
Delivery, St. Petersburg, MOSCOW, REGIONS
Cost
Payment
Notes
