For normal operation, neither one nor the other - the screens are small. I have both 13 "(my wife) and 15" - 15 is incomparably better. And it's not about the graphics, but about the size of the display, and the ventilation is better.
Well, if you choose from the two proposed - on Air you will have a very sad work. This is, in fact, a non-book for demonstrating presentations. Of course, a bug.
Air will be more interesting, the percentage is more powerful (because it is the 10th generation, and the RAM is very fast), but I didn’t understand about the firmware 13ki - is it some kind of old one? Now there is 1.4GHz percent of the 8th generation ... But still, Air will be better.
Air is inferior to the powder only by the screen, a little worse (more faded colors and less maximum brightness).
13" in 2020 is better than Air only the one with a 2.0 GHz 10th generation processor and 16Gb Ram
A brief algorithm for choosing a laptop:
1) For development, the speed of one processor core is more important, since most operations are single-threaded. Look at the ratings where the cores are more powerful. Specifically, I did not check your instances, since the processor model is not specified. I think in Air it will be 2 times weaker.
2) If you use virtualization, then 8GB is a very small amount of memory. Which of your laptops can be upgraded with extra RAM?
3) Screen resolution 2560x1440 is the most comfortable for web development, placed next to the site and IDE. But the screen size of 13 "is not enough in my opinion. You can, of course, put a large monitor on the table, but lying with a laptop is much more pleasant than sitting at a table with it.
As a conclusion, I will say my personal, subjective opinion of a family man, to whom the main thing is the result, and not the apples.
Both presented laptops fall short of my ideal primarily because of the 13" screen,
and laptops with a 15-16" screen and a nice resolution from 2560x1440 cost more than $2000 (the most affordable in this segment, oddly enough, Apple).
I once chose a laptop from another manufacturer with one of the most powerful processors for less than $1000. And nothing has changed for me in the last couple of years. The performance of a single core in the new processors increased by 10-20 percent
