Macmini 2018 vs macbook pro 15 2019 and throttling?

I do not believe that under load, macbook pro 15 2019 i9 or even i7 will not reset frequencies, can anyone share operating experience? Is there throttling? How much is performance degraded? Or maybe I'm wrong, and the macbook is small, but remote?
